高市議會議員評鑑　高督盟：有進步，打混者仍多

今（24）天上午，高雄市公民監督公僕聯盟（高督盟）在高雄市議會大門口召開記者會，公布「高雄市議會第三屆第5會期議員評鑑結果報告」，包括10位「問政優質議員」、以及6位「待觀察名單」；此外，對於這個會期議會整體表現的評語為「有進步，但打混者仍多」！

本次獲選「問政優質」的10位議員分別為李雅慧、吳益政、林于凱、康裕成、陳善慧、陳致中、黃文益、黃捷、郭建盟、童燕珍；此10位議員不論總質詢、業務部門質詢、法案審查，皆積極出席與發言，質詢內容也都言之有物，獲得評鑑委員們的普遍肯定。

高督盟指出，至於本次列入「待觀察名單」共有6人，其中屬於「總分低於標準」或「嚴重疏於問政」的有5人，屬於第二類「言行違背議員職權角色」的則有1人，包括吳銘賜、陳明澤、賴文德、黃天煌、黃紹庭等5位議員之評鑑總分皆低於60分且「嚴重疏於問政」。

唯一被評為第二類「言行違背議員職權角色」的是邱于軒議員。邱議員是因2021年8月3日未經查證便在其個人臉書發文指出接獲陳情，質疑市府為了衝刺覆蓋率，要暫緩醫事人員之第二劑疫苗施打，高督盟認為，邱議員身為公眾人物應有高道德標準，當知在疫情緊張時期散佈未經查證之不實訊息，將引起醫事人員或社會不安，邱議員此舉已屬不當，甚至可能違法，事後又不能勇於面對錯誤，實屬錯誤示範。

對此國民黨議員邱于軒則向高督盟表示抗議，認為自己是真正接收到醫護人員的陳情，查證的過程也詢問過許多在醫院工作的學生和朋友，質詢的重點只希望在當時疫情肆虐的情況下讓醫護人員順利打到第二劑疫苗，強調自己堅守人民代議士的角色，這件事她問心無愧！
