2024/11/14 14:58〔記者吳柏軒／台北報導〕依照國發會人口推估，台灣育齡女性（15至49歲）將從今年537萬人，到2070年僅剩195萬人，總人口也將減3分之1剩1497萬人，托育及就業政策催生聯盟今（14日）提出建言，呼籲政府應支持女性就業不中斷、不分性別育兒、彈性育嬰假、普及公托及教育等，才是精確面對少子女化。托育盟召集人劉毓秀說明，聯合國人口基金報告證實，政府提供普及公共托育才是唯一有效提升生育率的對策，並配搭彈性育嬰假，台灣混用效果不同政策，導致生育率越來越低，亦強化教育軍備競賽，為避免生育再惡化，今日托育盟再提出「少子女化對策建言」修正。托育盟發言人黃喬鈴點出，政府發育兒津貼與延長、促進女性二度就業等，都是誤導女性先回家育兒，再二度就業，應修法創設有薪且彈性的親職假，支持不分性別育兒。婦女新知基金會秘書長覃玉蓉直指，政府不該膝反射式的發錢，提高爸爸參與育兒，並建置足夠公共托育及教育機構，有效減輕家庭負擔。全國教保產業工會理事陳惠菁說，絕大多數育兒責任落在媽媽身上，政府喊「0到6歲國家養」口號，卻缺乏具體行動，聯合國基金報告已提醒，未考慮家庭與性別角色的政策不可能提升生育率，育兒津貼更無法支應長期養育開銷。台灣勞工陣線副秘書長楊書瑋強調，發錢並非拯救生育率的良策，「難道國家要養到18歲嗎？」女性面臨就業市場的性別歧視及育兒壓力，大缺工時代，制度支持父母留在職場很重要，不能一味只給雇主彈性，勞工也要彈性兼顧工作與家庭。台灣家長教育聯盟理事長黃聰智觀察，家長最希望有0到12歲的公共托育服務，如大量居家保母、公共化幼兒園、國小課後照顧，才能避開才藝化、補習化，避免家長荷包失血。為此，托盟提出「新增有薪彈性親職假」修法，沒增加津貼與天數，而是訴求讓家長以「日」或「小時」使用親職假，且涵蓋孩子滿8歲以前的照顧。劉毓秀也指出，政策建言還新增應消除婚育障礙，讓「自己爸媽自己照顧」，避免台灣不當延命習俗卻將照顧責任壓在媳婦身上，正是年輕人不婚理由之一。
